Nigeria: Senate passes Civil Aviation Bill

On Tuesday, February 1, 2022, the Senate passed the Civil Aviation Bill 2022, which seeks to repeal the Civil Aviation Act 2006. 

Following the consideration of a report by the Committee on Aviation, the bill was passed. 

Senator Smart Adeyemi, Chairman of the Committee, stated in his presentation that the bill’s goal was to provide an effective legal and institutional framework for the regulation of civil aviation in Nigeria in accordance with the International Civil Aviation Organization’s standards and recommended practices (ICAO). 

He went on to say that the legislation would, among other things, establish operating rules and divisions of responsibility within the Nigerian civil aviation system in order to promote aviation safety.  

It would “ensure that Nigerians’ obligations under International aviation agreements are implemented; and consolidate the laws relating to civil aviation in Nigeria,” he said. 

He went on to say that “when the bill is passed, it will apply to all persons holding licenses issued or validated by the Nigerian Civil Aviation Authority (NCAA).”
